[CANCELLED] [VOTE] Release Jena 3.1.0
The Vote is cancelled.
There are problems with the source-release - it's got some binaries in
"apache-jena/lib". It looks like the build process for the binary
distribution is putting files outside target/ and then the
source-release is finding them.
This is not new to this release.
