[PR] Update paimon-vindex to 0.3.0 [paimon]

JingsongLi opened a new pull request, #8919:
URL: https://github.com/apache/paimon/pull/8919

   ## What changed

   - upgrade the Java and Python paimon-vindex dependencies to 0.3.0
   - adapt both integrations to the 0.3.0 training, writer, reader, and search-parameter APIs
   - add IVF-SQ, IVF-RQ, and DiskANN support and remove the obsolete experimental IVF-HNSW factories
   - expose the new build and query options consistently in Java and Python
   - update vector-index documentation, examples, supported types, and the 0.2.x migration warning

   ## Why

paimon-vindex 0.3.0 introduces new index types and typed search parameters, changes the Python training lifecycle, and no longer reads the experimental IVF-HNSW index files written by 0.2.x.

   ## Validation

   - `mvn -nsu -pl paimon-vector -DwildcardSuites=none -Dtest=NativeVectorGlobalIndexerFactoryTest,NativeVectorGlobalIndexTest,SeekableStreamVectorIndexInputTest test`
   - Python focused tests: 29 tests and 12 subtests passed
   - paimon-vindex 0.3.0 Python IVF-SQ wheel smoke test
   - Python flake8
   - Docusaurus production build
   - `git diff --check`
