   ### What happened?
   
   In the latest javadoc, e.g. https://beam.apache.org/releases/javadoc/current/org/apache/beam/sdk/io/kafka/KafkaIO.html , U+2019 (RIGHT SINGLE QUOTATION MARK) is not rendered correctly. It shows `doesn’t`
   
   although javadoc is configured with UTF-8 encoding (#6299). This still happening.
