[Bug 5235] auto detection of trusted/internal networks treats everything as external

No, this is definetely 3.2 as it breaks everything that depends on knowing where
the handoff between the local and remote domain is (some DNSBL tests, SPF, SIQ,
etc).  It can be fixed with a single line change though.

I'd like to clean up the code involved though... will do after bug 5259 is resolved.
