Using precompiled binary from apache.org, Windows NT Workstation 4.0 SP 3

Read previous bug reports, moved installation from /program files/apache to /apache, de-installed and re-installed the service. Still get a "Error 1069: The service did not start due to a login failure" when starting it. It's running as the same ID used when successfully starting it from the command line.
