centos7
pulsar 2.11.0
### Minimal reproduce step
1.set aws-s3 offload with cluster
2.create topic `persistent://test/test-ns/topic1` with 12 partitions
3.set offload policy for partitioned topic
4.check the offload status with `bin/pulsar-admin topics offload-status persistent://test/test-ns/topic1` and `bin/pulsar-admin topics offload-status persistent://test/test-ns/topic1-partition-0`
### What did you expect to see?
`bin/pulsar-admin topics offload-status persistent://test/test-ns/topic1` shown "topic not found"
`bin/pulsar-admin topics offload-status persistent://test/test-ns/topic1-partition-0` shown:
> Error in offload
> null
>
> Reason: Error offloading: org.apache.bookkeeper.mledger.ManagedLedgerException$OffloadInProgressException: Offload operation already running
>
### What did you see instead?
Nothing else.

Closed. Without concrete context it's hard to locate the issue. "Failed for some uncertain reasons" is not a valid issue.

I try to delete my topic and create a non partioned topic with the same name, then offload is still error. And then I restart all the brokers, it worked success.
