[Bug 5030] sa-update fails when GPG is installed in a path containing a space

I know this is the wrong place to report it (I should open a seperate ticket) 
but I have this problem when trying to build SA when I've installed perl in a 
path containing spaces.  Maybe this ticket could be changed to reflect 
treating spaces properly for all file functions in SA under win32?
