This patch creates a `BaseAdminIntegrationTest` to be the root for all integration test extensions. Most of the existing tests will only be tested in `PlaintextAdminIntegrationTest`, which extends from `BaseAdminIntegrationTest`.

We should probably understand why this is taking so much longer, and in any case, we probably do not need to inherit all of the test cases from `AdminClientIntegrationTest`.
