re: what needs to be done for fileupload to work

I am trying to use fileupload, and here is the error I get:
The FileUpload tag may not be used because Multipart Request Handling is
turned off for this WebApp

This is my form:
<netui:form action="sdfsd" method="post" enctype="multipart/form-data">
  <netui:fileUpload dataSource="actionForm.dataFile"/>
  <netui:button ... />
</netui:form>

  I am guessing that there needs to be something in some configuration
xml file, but I have never done any file upload before, so I figured I
would ask what else needs to be done.

I followed the instructions at
