building JSTL

I'm having problems using Ant to build JSTL. Anyone have tips?  I'm
experiencing xalan errors even though I am pointing to the lastest
xalan.jar.

javax.xml.transform.TransformerFactoryConfigurationError: Provider
org.apache.xalan.processor.TransformerFactoryImpl not found
