[I] Revise the release process [incubator-baremaps]

bchapuis opened a new issue, #908:

   The following steps need to be revised:
   - The release.yml file should trigger for revised
   - The release candidate cannot be copied anymore as it need to be signed with a commiters key
   - The release instructions should contain clarification regarding the version of java used to build the project locally as it must be aligned with the one used on the CI
   - The announce templates should use the correct urls
   - The registration of the release on reporter.apache.org should mention that only an PPMC member can do that
