   ### What does this PR do?
   
   This PR use `webp` to compress the screenshot of visual regression test. The size of all shots can be reduced from 700MB to 120MB. 
   
   This optimization is necessary when we wan't to deploy our visual regression test result on the platform like vercel, netlify.  Which usually are limited on the storage. We can even keep multiple versions of test results.
