[~gandras] [~pbacsko] As part of YARN-10260 transitioning from DRAINING to RUNNING state was added. Basically it was added if user had stopped queue by mistake then he can start it back. With your patch queue cannot be transitioned to RUNNING state.  Can you please explain in detail about your use case?
