1) and 2) work fine in the current version of JMeter (2.3RC4)
3) True - there is no default jmeter.properties in any of the jars. Not sure
it makes sense to have a second default - if the file is missing, the JMeter
installation is incomplete. The error is detected and displayed.
4) Currently throws a RuntimeException, which is caught and shown on the
console. It might be worth trying to ensure that a default jmeter.log file is
created first.
Changing to enhancement.
