While backporting LUCENE-9537, {{ant precommit}} failed in 8.x due to UTF-8 BOM header in {{lucene/CHANGES.txt}}.
I checked on mainline and the BOM was also present there, but {{gradle precommit}} seemed not to notice.
Did we lose that in the gradle migration? Or, did we decide UTF-8 BOM is OK/wanted?
