Velocity tools only available via cvs?

Anyone know why Velocity Tools can only be downloaded from the cvs 
repository?  Doesn't this discourage people from using it?  I'm probably 
mistaken, but don't most people prefer to download a binary release?

nightly snapshots of the source can be downloaded in binary form here:
http://cvs.apache.org/builds/jakarta-velocity/nightly/

an actual release is in the works.

There simply hasn't been a binary release made as yet... work is going
on in that regard. :-)
