The website is generated automatically, so it's hard to change it to also show 2.1.9 javadocs. The 2.1.9 javadocs are available for individual modules in maven, e.g.:

http://repo1.maven.org/maven2/org/apache/wss4j/wss4j-ws-security-dom/2.1.9/wss4j-ws-security-dom-2.1.9-javadoc.jar
