   ## What is the purpose of the change
   
   This PR introduced HiveCatalogTable and implemented table related catalog APIs in HiveCatalog.
   
   ## Brief change log
   
   - Created a basic `HiveCatalogTable`, and we can enrich this class later
   - Implemented table related catalog APIs in `HiveCatalog`
   - Extracted common logic between `HiveCatalog` and `GenericHiveMetastoreCatalog` into `HiveCatalogBase`
   - Moved a few util classes from package `org.apache.flink.table.catalog.hive` to `org.apache.flink.table.catalog.hive.util`
   
   
   ## Verifying this change
   
   Reuse tests in CatalogTestBase.
