Description:
For some reason, every time I use the master branch for my Airflow docker image, I'm presented with a blank web UI for the DAGs page.
The only suspicious thing I see in the logs is:

testing-airflow/elder-seastar-airflow-web-dcd948f56-vglfg[airflow-web]: 172.20.51.87 - - [23/Aug/2018:10:27:13 +0000] "GET /static/dist/ HTTP/1.1" 404 3717 ...

I don't have this issue if I use the 1.10.0rc2 tag for my branch base.
