Proposal for Iceberg SQL Extensions for Snapshot Lifecycle Management

Hi all,

I have been working on a proposal for Iceberg SQL extensions for Snapshot Lifecycle Management, which includes VACUUM syntax for snapshot expiration, DDL SQL syntax for branching/tagging support, and support for reading branch/tag information via metadata tables.
