I ran "make test" against SA 3.3.0rc3 on perl 5.8.7. All required modules are
installed.
$ make test
[...]
t/basic_lint.t .................... Can't locate object method "new6" via
package "NetAddr::IP" at ../blib/lib/Mail/SpamAssassin/NetSet.pm line 122.
t/basic_lint.t .................... 1/1 Not found: anything = at
t/basic_lint.t line 19.
I have NetAddr::IP 3.028 installed.
According to http://cpansearch.perl.org/src/MIKER/NetAddr-IP-4.027/Changes,
IPv6 support wasn't added until NetAddr::IP 4.000
Seems like NetAddr::IP 4.000 should be the minimum required version.

Yes, the patch looks exactly right.
(the 3.3.0-release.txt would need to be updated too).
The version 4.000 is from June 2006. Apart from providing support
for IPv6, it also dropped a need for a heavyweight Math::BigInt.
