I made the doc updates, but after so long it's pretty clear that nobody has
interest in extending the built-in (non-piped) syslog support.  Anyone with
interest in encouraged to open a bug or reopen this one with a contribution.

I added doc for the limitation of last facility in use taking effect globally.
