mod_jk.so HELP

newbi can't build mod_jk.so
Use this command to build (try to :)
sh apxs -o mod_jk.so -I../jk -I/usr/java/jdk1.3/include 
-I/usr/java/jdk1.3/include/linux -c *.c ../jk/*.c

perl-5.6.0-9 is installet and I start in the folder /src/native/apache1.3

But this is what I get:
apxs: require: command not found
apxs: use: command not found
apxs: package: command not found
apxs: line 72: syntax error near unexpected token `q(h'
apxs: line 72: `my $CFG_TARGET        = q(httpd);            # substituted 
via Makefile.tmpl '

Could someone help me figur out what I'm doing wrong
