[Issue 123831] Does not import csv correctly that has double quote text delimiter and a single double quote somewhere in the text.

AOO 4.1.2 doesn't read beyond line 8. Trunk is perfectly fine. Another bug
fixed by the CSV line parser changes in #126805.
