[m202] 'svn' is not recognized as an internal or external command

I have configured my scm as this:
    <scm>
        <connection>scm:svn:http://prodeng/svn/furl</connection>
        <url>http://prodeng/svn/furl</url>
    </scm>

and my plugin (not under dependancy management) as this:
            <plugin>
                <groupId>org.apache.maven.plugins</groupId>
                <artifactId>maven-scm-plugin</artifactId>
                <version>1.0-beta-2</version>

                <configuration>
                    <debug>true></debug>
                    <username>mknutson</username>
                    <password>BLiNC454</password>
                    <excludes>*.class</excludes>
                    <includes>*.java</includes>

                </configuration>
            </plugin>

And when I run mvn scm:checkout I get this:

[INFO]
----------------------------------------------------------------------------
[INFO] Building LS Furl Project
[INFO]    task-segment: [scm:checkout] (aggregator-style)
[INFO]
