Just noticed an inconsistency between the original and my patch for products with no corresponding ProductFacility records.  The original created an extra header row for those cases to serve as the INITIAL_QOH row.  Perhaps the mrp service should be changed so that an INITIAL_QOH or equivalent is created to allow for full compatibility with the old form.
