**STR:**

  1. Add Ranger to the cluster
  2. Enable kerberos
  3. Enable Ranger plugin for Hbase service
  4. While saving configs recommendation popup is shown. 
  5. Popup has jinja templates for the recommended value of 'hbase.coprocessor.region.classes' property

**Expected behavior:**  
If  
{{hbase_coprocessor_region_classes}} is present in the current value of
'hbase.coprocessor.region.classes' property then it should not be appended in
the recommended value list

This issue finally results in duplication of classes in the list of
'hbase.coprocessor.region.classes' property value
