Release tag created for 4.0.0-incubating-rc1

Hi Devs,

Since we have completed several rounds of testing and fixed all the major
issues identified, we have now created $subject.

Please feel free to verify this tag (4.0.0-incubating-rc1) by referring
installation guide found here:
https://cwiki.apache.org/confluence/display/STRATOS/4.0.0+Installation+Guide

If no major issues found we could start the discussion for
4.0.0-incubating-rc1 release.
