Problems with cookies?

I am having a problem with cookies getting added to the browser with Tomcat
3.1.

I have a login page that adds a cookie if their authentication matches the
database and then forwards to the requested resource. The cookie never gets
added the first time through the form. If I Refresh and re-send the POST
data from the browser, the cookie appears.

What's going on here? Am I doing something wrong?

Any help is appreciated.
