Further to INFRA-7912 the people.apache.org listings currently don't show the availids of anyone who is not in the svn-committers group.

Since the website is often used to determine which ids are free, perhaps the generated output should include non-committer ids as well?

Alternatively, there could be some other method of allowing a prospective committer to determine if a particular id is already taken.
