We don't support network offering upgrade in Basic zone, and not planning to support it in the near future. So its true that the service offering id of the router can't be changed. Here is the couple of workarounds:

w#1 - Before the Basic zone is created. Create new network offering having the reference to the service offering with HA tag. Use this offering when create a Basic zone through the UI

w#2 - involves DB modification. Modify network_offerings table - change service_offering_id field for the offering of your Basic zone network.

w#3 - involves DB modification. Modify service_offerings table - set "tags" field for the router's service offering.
