[jira] [Created] (MXNET-1023) Set content standards

Aaron Markham created MXNET-1023:
------------------------------------

             Summary: Set content standards
                 Key: MXNET-1023
                 URL: https://issues.apache.org/jira/browse/MXNET-1023
             Project: Apache MXNet
          Issue Type: New Feature
            Reporter: Aaron Markham

Creating content for the site should conform to some standards.

A few examples:
 * Links - the publishing process can use Sphinx variables for the server root and help with paths. This is often overlooked and there are many instances of hard coded URLs.
** Development setups are suffering from URLs pointing to production. Environments should be self-contained.
 * Index pages, tables of contents, and dealing with Sphinx warnings/errors - folders and files are expected to be in a Sphinx ToC
 * Includes - use Sphinx includes for repeated content
