I'm having the same problem: I want aggregate javadocs but exclude some projects that don't really include java source (e.g.a modules that only build assemblies).

The attached zip contains a toplevel project with one module, the module is configured to skip the javadoc report. Running {{mvn site}} on the toplevel project will generate javadoc in the child module nevertheless.
