Seems like a good idea.  It is what Axis does.  I have changed build.xml to have javac debug="on" by default.

Description:
Default builds of soap.jar, and therefore copies of soap.jar in pre-built binaries that get released, are built without debug symbols.  This is something of an inconvenience in the field (can't really step-debug into soap.jar classes), and I don't see any upside to it.

Could the ant script be changed to put in full debug symbols by default?
