The attached patch merges the current version of winutils from branch-1-win to branch-trunk-win.  This patch doesn't put winutils through the Maven build process yet.  That will come in a separate patch.

Please do not credit this patch towards me.  I'm only merging code.  Please credit this to the original authors of winutils: Bikas Saha, Chuan Liu, Giridharan Kesavan, Ivan Mitic, and Steve Maine.
