PDFBox can read pretty much any version of PDF, however there may be
specific features which are not supported. For example encrypting data
with AES is a feature which came out in one of the later specifications
and isn't supported (however decrypting and reading AES encrypted
documents is supported).
The main thing which causes problems in corrupt and malformed PDFs. These
are PDFs which violate the official specification (the spec refers to
these as "non-conforming" documents). A lot of big-name software outputs
these non-conforming documents, and programs like Adobe Reader is very
lenient when it comes to reading them, which makes people believe that
there's nothing wrong with the file.
The bottom line is that it should read any conforming PDF, and most
non-conforming ones. As Thomas suggested, if you ever come across a
document which can't load, please create an issue on JIRA and attach the
PDF and we'll look into it and see what the issue is, and see if we can
help you out. If you can't post the PDF (confidential information,
copyrighted, etc.), posting an issue and including the stacktrace may be
enough for us to determine what the issue is.

Thanks,
Adam

Hi Chandu,
the pdf specification is feature-rich, so there isn't easy to
implement all things at all. You can nearly read all pdf documents but
to stay on the safe side i can recomment you to modificate pdfs till
version 1.5.
You can try to use higher versions but with no warranty. Also feel
free to provide the pdfbox team with documents that can be handle
properly. This helps improving the quality of the pdfbox.
Best regards
Thomas Chojecki
