escaping mechanism should be replaceable

Summary: escaping mechanism should be replaceable
           Product: Struts
           Version: Unknown
          Platform: All
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Utilities
        AssignedTo: dev@struts.apache.org
        ReportedBy: george.baxter@convergys.com

We had this problem in 1.1, and so far, it's still there in 1.2.. namely that we
need to be able to insert our own 'filter'.. currently, this is
TagUtils.filter() and we can't override this class instance. This should be
configurable.
