This change modifies 41 files but has no description and seems to not add
much in the way of comments either.

Among these changes is the addition of a file CompliantTextRecordReader.java
that has no comments other than the license and a one line inscrutable TODO
note.

How does anyone expect that this code will ever get documented if it comes
in without any hint about how it works?
