Filed recent random test failures

Hi devs,

I was behind in participating project for some reasons, and am trying to
catch up.
Before catching up new features, seems like there're so many test failures
which decreases reliability of Travis CI's result hugely.

I saw first page of github pull request, and filed test failures if it
occurred equal or more than two times.
(They're sub-issue of https://issues.apache.org/jira/browse/STORM-915. )

Hope this helps recovering reliability of Travis CI.
