Attached a sample application, along with its compiled .air file.

It works in Mac (COMMAND+C, COMMAND+V, COMMAND+X), but not in Windows (CTRL+C, CTRL+V, CTRL+X).

Note also that the CTRL-Z / COMMAND-Z shortcuts are working on both platforms.
