some things to pull into core?

the prefix_matches (sometimes called alias_matches) is used in several 
modules and I use it in several of my own.

Also, I use the bndm stuff from mod_include in some of my own modules.

Should these two things be pulled into core and out of modules. 
alias_matches could become something like ap_prefix_matches in http_core 
perhaps?  the bndm probably belongs in an apr_bndm

thoughts?
