   ### Motivation
   
   For GitHub Actions workflows, the docs_only logic should be ignored for scheduled builds since it doesn't make sense to skip the build if the last commit contains only files that match [the docs filter](https://github.com/apache/pulsar/blob/36806853b5a445299d8f9a6ba89905c1915345a3/.github/changes-filter.yaml#L5-L13).
   
   ### Modifications
   
   If the event name is 'schedule', always set docs_only to false.
