   This PR adds a multi step (horizontal) wizard that can be used to create a new zone. The ant component steps is used for this (https://vue.ant.design/components/steps/). Current implementation is partially generalizable component but more specific to zones. In a later patch I will refactor to extract out a generic component that can be declaratively configured to a steps based component for a complex API action.
