There are several issues in this area:

First - when hive external tables are created with authorization enabled, the owner of the external tables should be DB__HIVEROLE, however there is a bug that makes the owner DB__HBASEROLE. Therefore privileges cannot be granted to other users.

Second - Query Invalidation is not happening on external tables.

Third - the component privilege MANAGE_PRIVILEGES which should allow anyone with the privilege to grant/revoke is not working properly.
