Incubator board report

All,

we need to create our first board report.  Every new
incubating project needs to report every month for
the first 3 months.  After that initial period, we're
going to a tri-monthly reporting schedule.

Reports are written on the inucbator wiki.  You'll
need to create yet another account for the wiki,
unfortunately.

The current draft report is here:
http://wiki.apache.org/incubator/December2010

The report is due by Wednesday of this week.  I
created some initial content.  Please correct and
extend as appropriate.  For example, I'm not sure
what the exact status of the ICLAs and the committer
accounts is...

Thanks Thilo :) Eveyone has now a ICLA,
not sure how far we are with the accounts.

I am still busy preparing the svn dump to migrate
the old source code with history. Hope I get
that done today.
