Say what each property's fallback breaks when it cannot be passed

With the target directory passed through the provider too, a build directory
with no path relative to the project warned three times per forked task, each
time that changes would not be reloaded, which is untrue of the resources
directory in part and of the target directory entirely: without it the
restart marker goes to build/, and its write fails when there is none. Each
warning now names its own property's consequence. The class Javadoc no longer
says every directory is tracked through the task's classpath, which the build
directory itself is not.
