How Does Party Content Work?

In Party Manager, I uploaded a JPG file using the Party Content portion of the screen. It appears in 
the list of content. When I click the View button, I get an error message: "You do not have 
permission to download the Data Resource with ID [10012], ie you are not associated with it."

How do I associate content?

I would like to use this feature to assign JPG avatars to OFBiz users. Does anyone have any advice 
on the best approach to use?
