REST APIs for container-level info

We would like REST APIs for querying Fair Scheduler allocation information
at the container level.  Is this something that would be useful for YARN in
general, and should be added to the RM REST APIs, or should we just add it
to the Fair Scheduler?

The resource capability, application ID, and location of every running
container.
