[VOTE][LAZY] Release HttpComponents Parent POM 8 based on RC1

Hi PMC,

We have added some enhancements since HttpComponents Parent POM 7 was
released, so I would like to release HttpComponents Parent POM 8.

HttpComponents Parent POM 8 RC1 is available for review here:
    https://dist.apache.org/repos/dist/dev/httpcomponents/8-RC1/ (svn
revision 17172)

The tag is here:
    https://svn.apache.org/repos/asf/httpcomponents/project/tags/8-RC1/
(svn revision 1771551)
    N.B. the SVN revision is required because SVN tags are not immutable.

Maven artifacts are here:

https://repository.apache.org/content/repositories/orgapachehttpcomponents-1048/org/apache/httpcomponents/project/8/

Details of changes since 7 are:
    svn diff https://svn.apache.org/repos/asf/httpcomponents/project/tags/7
https://svn.apache.org/repos/asf/httpcomponents/project/tags/8-RC1

There is no site for this POM.

There is no Clirr Report (compared to 7) since there is no Java code in
this project.

RAT report was OK when I ran:

    mvn apache-rat:check
KEYS:
  https://svn.apache.org/repos/asf/httpcomponents/project/tags/8-RC1/KEYS

Please review the release candidate and vote.

This lazy vote will close no sooner that 72 hours from now, i.e. sometime
after 10:00 UTC 30-November 2016
