*As a* user of the Ranger UI

*I want* to see the full names of policies without clicking in to them, even if the names are quite long

*So that* I don't have to navigate or open modal dialogs to differentiate policies with long names which may begin the same way.

This is often achieved in other software by using the browser's built-in behaviour for alt tags to make a simple "pop up" when the element is hovered over.
